一、关于需要检疫审批的奥运会代表团和参赛团队自用物资入境检验检疫规定。

1. The regulations for the own-use goods imported by the Olympic delegations and athletes which are required inspection and quarantine import permit.

1、中国实行检疫审批的产品清单见本文附件1。

(1).The goods requiring import permit listed in annex 1.

2、对于中国颁布禁令，禁止入境的疫区相关产品(见本文附件2)，奥运会代表团和参赛团队不得携带入境。

(2).For the goods from the epidemic or pest areas which are banned by the Chinese government (see annex 2), Olympic delegations and athletes are not permitted to bring these goods into the country.

3、对于已经获得中国检验检疫准入资格的国家和地区的相关产品(见本文附件3)，奥运会代表团和参赛团队如需携带入境，须提前向北京奥组委提供自用物资入境清单、自用证明、自用物资安全卫生责任自负声明、产地证明和有效的检疫证书。北京奥组委应将上述资料提交出入境检验检疫机构，并出具自用物资担保函，确保数量合理，代为申请进境检疫审批。在获准检疫审批许可后(审批时间缩减到10个工作日内)，物资入境时，出入境检验检疫机构只审核审批文件并实施现场查验，货证相符且未发现检疫性有害生物的即予放行，直接进入奥运村使用。入村自用物资要接受出入境检验检疫机构的监管，赛后核销剩余的物资要在出入境检验检疫机构的监督下退运或销毁。如要进入中国市场销售，需报经出入境检验检疫机构检验检疫合格。

(3). For the goods from the countries and areas which have been approved to import by china Inspection and Quarantine, if the Olympic delegations and athletes need to bring these goods into the country, they must submit the list of goods for personal use、guarantee documents of personal use、the statement of taking responsibility for healthy and safety of own-use goods、certificate of origin and valid quarantine certificates to BOCOG in advance. BOCOG need submit the above-mentioned information to The Entry-Exit Inspection and Quarantine Bureau (CIQ) with the guarantee letter for own-use goods to apply for the quarantine approval, making sure that the goods are in reasonable and proper quantity. With the quarantine approval (The approval time for Olympic goods will be reduced to ten working days), the entry-exit inspection and quarantine departments will only check and approve the documents and give on-the-spot inspection during the entry of the good. If the goods are in full accordance with the approval document and no quarantine pest is found, the goods will be released and can directly enter into the Olympic village for use. Own-use goods entered into village will be supervised by CIQ, for those remaining goods after the games should be returned or destroyed under the supervision of entry-exit inspection and quarantine bureau. If the goods need to be sold in Chinese market, they are required to be reported to and checked by CIQ.

4、对于未列入中国禁止入境产品清单，但尚未获得中国检验检疫准入资格的相关产品(即：未列入本文附件2和附件3的产品)，奥运会代表团和参赛团队如须携带入境的，须提前向北京奥组委提供自用物资入境清单、自用证明、自用物资安全卫生责任自负声明、产地证明和有效的检疫证书。北京奥组委应将上述资料提交出入境检验检疫机构，并出具自用物资担保函，确保数量合理，代为申请特别进境检疫审批。在获准特别检疫审批许可后(批准许可时间缩减到10个工作日内)，物资入境时，出入境检验检疫机构只审核审批文件并实施现场查验，货证相符且未发现检疫性有害生物的即予放行，直接进入奥运村使用。入村自用物资要接受出入境检验检疫机构的监管，赛后核销剩余的物资要在出入境检验检疫机构的监督下退运或销毁。

(4).For the goods not listed in the prohibit-entry list (annex 2 and annex 3), but still can not get the qualification to enter into the Chinese market which should be conferred by the CIQ is required to submit the list of goods for personal use、guarantee document of personal use、the statement  of taking responsibility for healthy and safety of own-use goods、certificate of origin and valid quarantine certificates in advance. BOCOG need to submit the above-mentioned information to CIQ with the guarantee letter for own-use goods to apply for the quarantine approval, making sure that the goods are in reasonable and proper quantity. With the quarantine approval (The approval time for Olympic goods will be reduced to ten working days), the entry-exit inspection and quarantine departments will only check and approve the documents and give on-the-spot inspection during the entry of the good. If the goods are in full accordance with the approval document and no quarantine pest is found, the goods will be released and can directly enter into the Olympic village for use. Own-use goods entered into village will be supervised by CIQ, for those remaining goods should be returned or destroyed after the games under the supervision of CIQ.

 5、奥运会代表团和参赛团队自用物资(非动植物产品类的个人用品、治疗用的特殊物品除外)必须作为货物集中申报入境，不能作为个人行李携带入境，否则将被没收销毁。

(5).The Olympic delegations and participating teams The own-use goods for (except for the non-animal and non-plant personal own-use products, special items for treatment) must be collectively declared as cargo. Such goods can not be brought in as personal baggage, otherwise they will be detained and destroyed.

二、关于不需要检疫审批的奥运会代表团和参赛团队自用物资入境检验检疫规定。

2. The regulations for own-use goods brought into the country by Olympic delegations and participating teams which are not required the import permit of inspection and quarantine.

1、奥运会代表团和参赛团队携带不需要检疫审批的自用物资入境，须提前向北京奥组委提供携带入境的自用物资清单、自用证明和自用物资安全卫生责任自负声明，免于提供产地证明、检疫证书。北京奥组委应将上述资料提交出入境检验检疫机构，并出具自用物资担保函，确保数量合理。物资入境时，出入境检验检疫机构只审查有关资料并实施现场查验，货证相符且未发现检疫性有害生物的即予放行，直接进入奥运村使用。入村自用物资要接受出入境检验检疫机构的监管，赛后核销剩余的物资要在出入境检验检疫机构的监督下退运或销毁。如要进入中国市场销售，需报经出入境检验检疫机构检验检疫合格。

If Olympic delegations and participating teams intend to carry the goods which do not need approval of inspection and quarantine, they must submit the list of good for personal use、certificate of personal use, and the statement  of taking responsibility for healthy and safety of own-use goods to BOCOG in advance. 三、关于伴侣动物(包括导盲犬)的入境检验检疫规定。

3. Import Inspection and quarantine requirements for accompanied animals (including guide dogs)

按照《中华人民共和国进出境动植物检疫法》及其实施条例，每名入境人员只准携带一只伴侣动物(猫或犬)，入境时必须提供输出动物的国家或地区政府动植物检疫机关出具的动物卫生证书、狂犬病疫苗注射卡；携带导盲犬入境的，入境时必须提供输出动物的国家或地区政府动植物检疫机关出具的动物卫生证书、狂犬病疫苗注射卡和专业训练证明，入境时检疫合格予以放行。

According to The Law on Entry-Exit Animal and Plant Quarantine of P.R China and its implementing regulations，each passenger is only allowed to bring 1 pet (dog or cat) and is required to provide the animal health and the vaccination certificate for rabies issued by the official animal and plant quarantine authorities in the exporting country or region. Passengers with a visual impairment bringing guide dogs to assist them will have to provide the animal health certificate, animal and plant vaccination certificate for rabies issued by the official animal and plant quarantine bureau in the exporting country and origin, as well as guide dog’s professionally trained certificate. Guide dogs for the blind will be allowed to enter into the country.

四、关于免除奥运会代表团和参赛团队自用食品、化妆品中文标签审核手续。

4. Exemption of Chinese label verification procedure for personal use food and cosmetics carried by the Olympic Game delegation team and participating team

在北京奥组委出具奥运会代表团和参赛团队自用物资担保函的前提下，出入境检验检疫机构免除食品、化妆品标签审核，免除加贴中文标签、标注中文标识的要求。

With the guarantee letter for personal use issued by BOCOG, the food stuff and cosmetics carried by Olympic Game delegations and participating teams will be exempted from label verification procedure. China Entry & Exit Inspection and Quarantine Bureau will not require the goods to have labels or marks in Chinese.

五、关于简化奥运会代表团和参赛团队自用物资电池备案、旧机电备案和CCC认证产品免办手续。

5. Measures to simplify the registration procedure for batteries, used machinery &electronic products and the exemption procedure for CCC products that are for the Olympic delegates’ and athletes’ own use.

在北京奥组委出具奥运会代表团和参赛团队自用物资担保函的前提下，出入境检验检疫机构仅对电池、旧机电、CCC认证范围内产品进行登记，简化办理电池备案、旧机电备案和CCC认证产品免办手续。

For batteries, used machinery &electronic products and CCC listed products, provided that BOCOG issues the guarantee letter for personal use, the CIQs will only make records of the goods carried in, which is the measure to simplify the standard registration procedures for batteries and used machinery and CCC exemption procedure.

六、关于奥运会代表团和参赛团队自用保健品、化妆品、特殊物品批准证书问题。

6. Approval certificate for the health products, cosmetics, special items used by the Olympic Game delegations and participating teams

根据我国规定，进口保健品是否可以免于提供进口保健食品批准证书，属国家食品药品管理局职能；进口化妆品是否可以免于提供进口化妆品卫生许可批准证明，属卫生部职能；血液、血清、尿样等是否可以免于提供《医用特殊物品准出入境证明》，属卫生部职能。因此，建议你委就上述事宜征求卫生部、食药局意见，并将相关意见通报我局。

According to China’s regulation，It is State Food and Drug Administration’s responsibility to determine whether or not to exempt imported health food from providing approval certificate；It is Ministry of Health ‘s responsibility to decide whether or not to exempt imported cosmetics from providing Health licensing certificate；It is also Ministry of Health‘s responsibility to make decision on whether or not to exempt Blood, serum, urine sample and etc from supplying “approbation certificate for the Entry &Exit of special items for medical purpose”. It is therefore recommended that BOCOG should solicit opinions from the Ministry of Health and the Food and Drug Administration about matters above, and inform us their opinions.

七、关于下放检验检疫审批权限，集中办理奥运物资检验检疫审核审批。

Delegating the authorized power of Inspection and quarantine to a lower level and going through intently the formalities for approval of quarantine inspection for Olympic goods

奥运期间，质检总局将授权奥运会比赛项目所在地的出入境检验检疫机构负责受理本辖区内奥组委申报文件，办理审核审批手续，并指导相关出入境检验检疫机构成立奥运物资检验检疫办公室，在集中地点、派精干专业人员，专门办理奥运物资申请受理、审核审批工作。

During the Period of the Olympic Games, General Administration of Quality Supervision and Inspection will authorize entry-exit inspection and quarantine institutions belong to the area where Olympics games are held to manage the declaration files from BOCOG in their popedom，handle examination and approval formalities, and instruct the related entry-exit inspection and quarantine institutions to establish offices for inspection and quarantine of Olympic goods, dispatch professional stuff to handle the acceptance of application plus examination and verification exclusively on designated location.

 一、动物检疫审批范围

1. Approval range of the Animal Quarantine

（一）活动物：动物（指饲养、野生的活动物如畜、禽、兽、蛇、龟、鱼、虾、蟹、贝、蚕、蜂等）、胚胎、精液、受精卵、种蛋及其他动物遗传物质；

(1) live animal: Animal (referring to domestic and wild animals such as, birds, live stocks, snakes, turtles, fish, shrimp, crab, shellfish, silkworm, buzzer, etc.), embryos, semen, hatching eggs and other animal genetic material;

（二）食用性动物产品：肉类及其产品（含脏器）、蛋类、鲜奶；

(2) Edible animal products: meat and its products (including organ), eggs, milk;

（三）非食用性动物产品：皮张类、毛类、骨蹄角及其产品、明胶、蚕茧、动物源性饲料及饲料添加剂、饲料用乳清粉、鱼粉、肉粉、骨粉、肉骨粉、油脂、血粉、血液等，含有动物成份的有机肥料。

(3) Non-edible animal products: hides category, hair type, bone, hoof, angle and its products, gelatin, Cocoon, animal-derived feed and feed additives, feed whey, fish meal, meat powder, bone meal, meat meal tankage , grease , blood meal, blood, organic fertilizer containing animal ingredients.
